Voluntary Ex Ante Transparency Notice (VEAT) for Direct Award of Contract to Brightly Software Ltd. for the provision of ongoing software and service support of the Dublin City Council Confirm Enterprise Transportation Asset Management System (TAMS)

Dublin City Council gives notice to invoke Article 32.2 (b) for a derogation from tendering where the works, supplies or services can be provided only by a particular economic operator. Dublin City Council intend to award a contract to Brightly Software Ltd. The contract involves the provision of support services relating to Software and Service Support for the Dublin City Council Confirm Enterprise Transportation Asset Management System (TAMS). The Confirm Software is a proprietary system which Brightly Software Ltd own and hold the Intellectual Property Rights for. The provision of an enterprise asset management system for Dublin City Council was subject of a tender process in 2014 and the Confirm system was implemented by the successful tenderer at that time. Dublin City Council intends to award the contract to cover the software licence period 2025 with the option to extend by 12 months to end of 2026 at a value of €615,000.
