Voluntary ex ante transparency notice: Instrument for automated production of blood components for Helse Stavanger HF

Helse Stavanger HF intends to enter into a contract with Terumo BCT Europe NV for the hire of three (3) instruments for automated production of blood components for the Department for Immunology and Transfusion Medicine at Stavanger University Hospital, Helse Stavanger HF. At the same time a framework agreement shall be signed for the accompanying equipment specific consumables, including blood bags. The procurement will be carried out without a competition pursuant to the Public Procurement Regulations § 13-4 letter b no. 2, which allows for this when competition is impossible for technical reasons. The contracting authority has carried out a market survey, announced on Doffin and TED 17.12.2025. Based on this, it is noted that there are no other suppliers in the market who can offer a fully automatic system for processing whole blood that includes centrifuging, separation and sealing without a need for further steps or additional equipment. The instrument shall deliver ready processed blood products (erythrocytes, plasma and thrombocytes) after one centrifugering cycle. Only Terumo BCT Europe NV can deliver such a fully automatic system. Competition is therefore impossible for technical reasons. The current contract expires 28.06.2026. The new contract will start 29.06.2026. The existing equipment shall be continued in the new agreement in order to avoid downtime. A fixed monthly rent price will be paid, including a hire/use fee as well as a full service. Consumables are to be purchased in accordance with the framework agreement. The total estimated value of the lease agreement and the accompanying framework agreement is NOK 11,100,000 excluding VAT.
