Voluntary Ex Ante Transparency Notice for Direct Award of Provision of an online recruitment platform for DCC

Dublin City Council gives notice to invoke Article 32.2(b) for a derogation from public procurement where the works, supplies or services can be provided only by a particular economic operator as (ii) competition is absent for technical reasons. Dublin City Council intend to award a contract to LinkedIn for three years at a value of €37,600 per annum (excl. VAT).

DCC require access to a comprehensive global database of profiles with a wide variety of qualifications and experience. The platform must provide a comprehensive suite of recruitment, networking and advanced search tools to make it easier to identify and reach and engage with a large pool of relevant profiles.

The global platform must have the ability to post job opportunities to a vast network of potential candidates. This service is essential, particularly for specialised roles that may require specific skills and experience that are difficult to find through DCC traditional recruitment channels.

The platform should provide tailored offerings to the public sector and provide customised support for large scale recruitment campaigns and data driven insights and processes.
