System for cost estimation, financial management and uncertainty management in road projects.

The Norwegian Public Roads Administration would like to carry out a market survey to map which tenderers offer systems for financial management in road projects. There is a need for IT system support for areas such as cost estimation, financial project management and follow-up, uncertainty management and price bank (experience prices used for estimating future projects).

The objective of the survey is to gain better insight into what systems are available in the market, how these are technically and functionally designed and which delivery models are offered. It is particularly interesting to examine if there are systems that support several or all of the above mentioned areas in one and the same system. Furthermore, we would like information on whether systems that only cover one or some of the areas can be further developed or configured so that several of the areas can be delivered in one system that safeguards all or most of the value chain. The market survey shall form the basis for any new procurement, and contribute to the Norwegian Public Roads Administration designing a competition that is well adapted to the market and at the same time cover the identified needs in an efficient and future-oriented manner.
