Solution for sorting nitrous oxide bottles

The Agency for Waste Management and Recycling ("REG") intends to enter into a contract with the company Envac Norway. The procurement is necessary and critical to ensure continued operation.

The procurement is for the procurement, adaptation, integration and commissioning of a system for sorting light gas bottles at Haraldrud sorting plant (HUA), including complete depositors for the existing Optibag/Envac system.

Haraldrud sorting system is based on the existing Optibag/Envac infrastructure with the accompanying proprietary control systems, software and integration systems.

The relevant delivery includes:

* Software and control system,

* system integration and adaptation,

* testing and commissioning,

* complete deniers that must function integrated with the existing system.

Other services that are not included in the technical or intellectual property conditions will, where appropriate, be subject to separate competitive tendering.

The contracting authority estimates that these elements are closely integrated with the existing Envac/Optibag system and based on supplier specific technology and competence.

The contracting authority has assessed whether there are real competition alternatives and it has concluded that:

* there are no alternative suppliers who can deliver equivalent integration without access to proprietary technology and system architecture.

* The contracting authority therefore considers that competition is impossible for parts of the procurement concerning the management system, software, system integration and the accompanying commissioning.

The contract between REG and Envac Norway be signed when the waiting period of ten days has expired.
