Services – management training and organisation development

The Stand-by Department in Asker and Bærum Fire and Rescue IKS is in a comprehensive restructuring and development phase, with considerable requirements for increased competence, strengthened leadership and professionalisation of operative and organisational processes.
The procurement concerns a tailored management development programme for management groups and key personnel in the stand-by department. The programme shall support implementation of the department ́s strategy, ensure safe and uniform management in a demanding stand-by organisation and contribute to a better learning culture, systemics and compliance with requirements in applicable regulations.

2. Justification for the choice of supplier (PPR § 13 3 - Publication of intention)

The contracting authority has carried out a thorough assessment of the market within management development for fire and rescue service, including mapping tenderers with documented experience from:
• Norwegian fire and rescuing service.
• experience with the implementation of learning culture, training systems and organisational change.
The market survey shows that Fendr AS appears as the only identified actor that combines:
1. Broad and documented experience from the fire and rescue service, including work for more than 30 fire brigades in Norway
2. Heavy management competence, both practically and theoretically.
3. Ability to deliver a comprehensive, adapted programme that covers ABBR ́s concrete needs for:
o organisation development
o cultural work
o management group development
o operative management behaviour
o crisis and stress mastering
o learning and evaluation culture
