Prior Information Notice (PIN) for the establishment and Use of a Qualification System for the Provision of Offshore Transmission Infrastructure – (EirGrid’s Powering Up Offshore South Coast Programme)

EirGrid, as the Transmission System Operator (TSO) for Ireland, intends to utilise an established Qualification System (QSN) for suppliers of offshore transmission infrastructure. The Qualification System will be used as the mechanism through which economic operators may express interest and prequalify for upcoming procurement processes related to offshore transmission construction across EirGrid’s offshore wind programme.
This PIN is issued solely to raise market awareness of upcoming procurement activities and to advise suppliers of the need to register under the relevant commodity codes within the Qualification System.
Suppliers wishing to participate in future procurement opportunities may apply under the relevant categories linked to the following offshore infrastructure:

Offshore Jacket Structures (fabrication, manufacturing, load out, and associated engineering services),
Offshore Substation Topsides (fabrication, assembly, integration, and commissioning support),
Associated structural, mechanical, electrical, and marine works typically required for offshore substation infrastructure,
Quality management, testing, and certification activities relevant to offshore energy structures,
Onshore Compensation Compounds, and
Export Cables.

This PIN relates to a Qualification System established pursuant to Directive 2014/25/EU (Utilities Directive).
Economic operators wishing to participate in future procurement processes must apply through the Qualification System. Those who meet the qualification standards and technical criteria will be eligible to receive future Prequalification Questionnaires (PQQs), Invitation to Negotiate (ITN) documents, or other procurement documentation.

1.1 (Phase 2 Tonn Nua Substation Package Ref ENQEIR860A).

PQQ release for Phase 2 Tonn Nua Substation Package: (Under composition - Expected April 2026).

As part of the Powering Up Offshore South Coast programme, EirGrid intends to establish a number of EPCI competitions to facilitate the development of infrastructure for Area A Tonn Nua of the South Coast DMAP. ENQEIR860A: Phase 2 Tonn Nua Substation Package.

The Phase 2 Tonn Nua Substation Package consists of ; • HVAC Electrical System Design Services, • Supply of HV Equipment (e.g., transformers, switchgear, GIS, reactive compensation equipment), • Design, engineering, procurement, fabrication, supply, integration, testing, and commissioning of HVAC offshore substations and supporting substructure, •Transportation & installation of OSSs, Jacket structures and foundations, • Design, engineering, procurement, construction, civil works of the onshore compensation compound, •Testing, commissioning and handover, and •Maintenance (optional scope). A Pre­Qualification Questionnaire (PQQ) for that package will be issued on or after the 20th of April 2026 via the Achilles SupplyLine platform (a qualification system within the meaning of Article 77 of Directive 2014/25/EU).
