Market dialogue – framework agreement for payment and account holding services.

The Norwegian Government Agency for Management and Financial Management (DFØ), under the Ministry of Finance, manages the government ́s group account scheme and enters into framework agreements for payment and account holding services for government entities. The Group Accounts Scheme means that all government liquidity is consolidated daily on the government ́s folio account in Norges Bank. Banks who enter into a framework agreement must therefore have a contract with Norges Bank and be able to adapt their systems to the scheme.
DFØ currently has parallel framework agreements with two banks. These contracts expire 10 May 2027, and the last option is not planned to be used. New framework agreements shall therefore be signed for payment and account holding services. A value estimate is given in this notice for the frame, but this estimate does not include the value of currency exchanges. The actual financial limit for the procurement will therefore be higher than that stated in the value estimate in the tender documentation.
In order to ensure a good and accurate tender documentation, DFØ wants dialogue with the market ahead of the notice and therefore invites relevant tenderers to dialogue meetings.
