Intention notice – Procurement of signal installations at Dønna sheltered accommodations.

Dønna municipality intends to enter into a contract with Sensio AS for the procurement of Smart duty patient signalling system and process tools for institutions and the home care service in the municipality. Dønna municipality currently has an analogue patient signalling system at Dønna sheltered accommodation centre, which is not functional.  There are currently deviations and major operational challenges and a new system needs to be in place as soon as possible. Dønna municipality is currently part of a comprehensive intermunicipal cooperation with the neighbouring municipalities of Alstahaug, Leirfjord and Herøy.  The cooperation is included, among other things, by a joint IT service, which is responsible for the operation and training of employees, where Alstahaug municipality is the host municipality. Alstahaug and Leirfjord municipalities currently have an agreement with Sensio AS for operation of smart duty patient signalling system.  Dønna municipality has limited resources and would like to be a part of a professional operational and competence partnership and would therefore like to be able to use the same technological platform as our cooperation partners. Dønna municipality therefore believes that there is currently no other option to put in place a functional patient signalling system quickly enough than to go for the same solution that our collaboration municipalities have, and believes that these needs mean that the municipality meets the requirements set in the Procurement Regulations § 5-2 regarding exceptions from part II and the terms in the regulations § 13-4 letter b for procurements without competition. The contract has a procurement cost of around NOK 2.2 million and an annual operational cost of around NOK 0.5 million.
