This prior information notice will be sent out to make the market and potential tenderers aware of the coming competition to carry out a feasibility study at Baterød waterworks. Sarpsborg municipality invites to an information meeting on Friday 15.11.2024 (11:00). Meet at Vannerksveien 114, 1727 Sarpsborg.
Baterød waterworks was commissioned in 1965 and is a full treatment facility with Glomma as a raw water source. Baterød delivers drinking water to approx. 90% of the population of Sarpsborg and to business. In addition the waterworks has obligations connected to the reserve water cooperation with Fredrikstad municipality and MOVAR IKS, as well as for Borregaard.
In 2024 a risk and vulnerability analysis of the waterworks has been carried out, as well as some other assessments related to the operation of the plant. This was an order from the city council. In this analysis, the different events are assessed on the basis of probability and consequence with regard to being able to deliver a sufficient amount of drinking water of certified quality from the waterworks. The results from the ROS analysis show that there are 6 events/conditions that must be solved. These conditions are related to:
• Production capacity and compliance with subscription delivery obligations and the regional reserve water cooperation. This applies to both current and future capacity.
• Flood problems – Baterød waterworks are located on the banks of Glomma and flooding poses a risk to the building and pollution of clean water.
• Treatment technology – Climate change can lead to increased drainage and thus increased and different pollution of Glomma.
• Sludge from the treatment process is emitted into Glomma.
• Technical building conditions, including the concrete construction, pipe break and flooding in the waterworks basement.
The feasibility study shall include solutions for the 6 events/conditions that the ROS analysis points to as the biggest challenges. The following is what needs to be investigated:
1. Retain the current waterworks and carry out measures to reduce the current risk to an acceptable level.
2. New waterworks where it is located in accordance with the approved zoning plan
3. New waterworks built in rock above the current waterworks
Cost estimates for the 3 above mentioned scenarios must be included in the feasibility study (We do not envisage any more security in the estimates than P25).
In spring 2024, the Norwegian Food Safety Authority supervised baterød waterworks. Based on what was presented under supervision, the Norwegian Food Safety Authority has made a decision on the preparation of a written plan of identified measures (danger handling), and when these shall be implemented. The deadline for complying with the decision is 6 October 2025.
In order to comply with the decision of the Norwegian Food Safety Authority, the municipality must:
• Prepare a plan of identified measures that prevent, remove or reduce the dangers that Baterød water treatment facility is exposed to in floods and when these shall be implemented.
• Ensure that all necessary measures are identified and that the measures ensure the delivery of sufficient quantities of safe drinking water at all times.
• Ensure that the plan contains sub-goals that are possible to follow-up, as well as deadlines for when the measures shall be implemented. All the measures must be implemented by 7 May 2029.
The above mentioned shall be a part of the feasibility study, and a realistic time schedule must be submitted for the different alternatives, independent of the Norwegian Food Safety Authority ́s deadline.
