Dialogue meetings in connection with ERP procurement (round no. 2)

The contracting authority has seven municipalities that cooperate on procuring an ERP system. We have previously had a market dialogue and announced the competition, but ended up with only one valid tender and are therefore restarting the process. We would, thus, like all-day meetings with potential tenderers prior to the competition notice.
