17/267 - Payroll Solution

This contract was novated to UÉ by Ervia, its former parent company on 1 January 2023. The modification refers only to the UÉ element of the contract. Need for additional works, services or supplies by the original contractor/concessionaire (Art. 43(1)(b) of Directive 2014/23/EU, Art. 72(1)(b) of Directive 2014/24/EU, Art. 89(1)(b) of Directive 2014/25/EU.

The Oracle HR System is Uisce Éireann's long term strategically embedded HR platform, comprehensively integrated with the PeopleXD Payroll System ("Core") through bespoke configurations and complex system interfaces.

The existing supplier's longer contract engagement extended from October 2026 to October 2033 has become necessary to support the ongoing project implementation, resourcing and licensing requirements of the Core system and to maintain seamless interoperability with the Oracle HR platform. This modification is justified on economic and technical grounds where a change of supplier would have caused: 1) significant inconvenience and operational disruption, given that the HR and payroll systems form a jointly configured infrastructure incorporating bespoke technologies and complex integrations that would require extensive redevelopment; 2) introduce increased operational and compliance risk due to the specialised nature of the Core system and the need for assured alignment with statutory and organisational requirements; and 3) result in substantial duplication of costs as transitioning to another supplier would require re-investment in extensive design, integration and transitional activities already undertaken as part of the current programme. Total contract value before modification €2,736,144.00. Total contract value after the modifications €4,904,545.00
