15/040 - National Leakage Management System (LMS)

Need for additional works, services or supplies by the original contractor/concessionaire (Art. 43(1)(b) of Directive 2014/23/EU, Art. 72(1)(b) of Directive 2014/24/EU, Art. 89(1)(b) of Directive 2014/25/EU.

The Network Management System (NMS) is a critical operational platform within UÉ, underpinning compliance with national regulatory performance standards for leakage management and serving as the core system for network analytics, regulatory reporting and operational decision-making. The system is a bespoke UÉ specific platform supplied, developed and maintained by the original equipment manufactuer (OEM). The supplier provides ongoing support, maintenance, system enhancements and integration services to ensure that the NMS remains fully aligned with Uisce Éireann's operational, regulatory and transformation requirements.

The existing supplier's longer contract engagement extended from December 2026 to 18/12/2029 is justified by economic and technical grounds where a change of supplier would have caused: 1) significant inconvenience and disruption given that the NMS is fully embedded within UÉ information systems and incorporates bespoke technologies and complex integrations with multiple core systems. Replicating this highly customised functionality with an alternative supplier would result in substantial duplication of costs and operational disruption; 2) migration to an alternative system would introduce increased levels of financial, regulatory, operational, system integration, strategic and reporting risk; and 3) disruption to operational continuity as the system is necessary to maintain service reliability, ensure alignment with UÉ objectives and to avoid programme delays during a period of major organisational and digital change.
