Statsbygg constructs the new Life Sciences Building (LVB) for the University of Oslo and Oslo University Hospital on behalf of the Ministry of Education and Research and South-East Health as the co-contracting authority. The building shall be the workplace for approx. 1,600 employees and 1,600 students. Start up for the excavation and ground work was the second quarter of 2019 and the planned completion is at the end of 2026. Various professional environments shall work multi-disciplinary here to develop new solutions for major challenges within health and sustainability with access to the best and most modern equipment required to carry out world class research, teaching and innovation. FOA § 13-4 letter (b) 2: The procurement concerns services that only one specific supplier can provide, for technical reasons. The Directorate of Public Construction and Property will enter into a contract without a prior notice with Thermo Electron Sweden AB for the procurement of two high resolution mass spectrometry instruments (HRMS), one for prostomics and one for lipidomics and metabolomics. The instruments shall be included in the laboratory ́s core infrastructure and are necessary for the execution of both ongoing and planned research activities, as well as for the delivery of advanced analytical services from the core facility to internal and external users. The market is mapped through dialogues with suppliers of high resolution mass spectrometry systems, reviewing technical specifications for available instrument platforms from several leading manufacturers, as well as based on the contracting authority ́s experience with the operation of existing HRMS instrumentation and established work flow within protomic, metabolic and lipidomics. The mapping aimed at identifying which instrument platforms can fulfil the total technical, analytical and integration requirements resulting from the contracting authority ́s research programmes and the core facility ́s service deliveries. The market survey shows that alternative HRMS platforms, including QTOF based systems and other hybrid instruments, cannot deliver the necessary combination of parallel mass analysis, MSⁿ capacity, laser based fragmentation and full software and data compatibility. Such solutions either lack sufficient resolution and isotope resolution for advanced prothomics, or necessary architecture and software support for metabolomic and lipidomic work flow of the required complexity. The use of alternative suppliers will also involve comprehensive changes in established methods, data formats, training of personnel and system integration. The requirement for compatibility with the existing software and data infrastructure is in addition to, and not instead of the professional and analytical requirements described above. The described requirements are in accordance with professional and operational needs established over time through research activity and core facility operation and are not defined with the intention of favouring a particular supplier. The terms in accordance with PPR § 13-4 letter (b) 2 are therefore deemed to be fulfilled.
