Intention notice for awarding of contract without competition notice

The Norwegian National Opera and Ballet (DNO&B) hereby announces our intention to award a contract for "Tuning of Piano and Tangent Instruments" without a competition notice, in accordance with the Public Procurement Regulations § 8-18. The procurement will be carried out without a prior competition, pursuant to PPR § 13-4 letter b2, due to technical reasons. This means that there are only two (2) suppliers who are able to provide the necessary services and there are no other alternatives available on the market.

The total value of the procurement is estimated to be approx. NOK 2.3 million excluding VAT (NOK 550,000 per annum). The contracting authority will not enter into a contract with the tenderers until 10.03.26 at the earliest. The framework agreement will be valid for 2 years, as well as an option for a 1+1 year extension.

The Norwegian Opera & Ballet (DNO&B) has gained good experience from the collaboration with Js Piano Scandinavia AS (Steinway Piano Gallery Oslo) around tuning concert instruments, and with the Piano workshop Holthe & Bakke AS around tuning of test instruments as well as moving/disassembly. The cooperation with these two suppliers works extremely well. The quality will be continually evaluated by several professionals, including chief music officer, manager of Music, Ayno&B employed by DNO&B, international guest pianists, opera manager and soloist manager/head of studies.

A person with extensive experience with the specific instruments shall carry out tuning and maintenance of test instruments. A major challenge is the climate of the Opera House, where humidity and temperature greatly affect the instruments. Therefore, it is important to have knowledge of the different areas where the instruments are located, because the stage area is often drier than, for example, the ballet hall or the choir hall. The tuner will ensure that the instruments are not damaged by climate conditions. Humidity regulaters are installed under the instruments, and there is dialogue with house operations and stage engineers in connection with temperature changes. Experience and knowledge of these challenges are decisive for achieving optimum timbre and estimates through intoneration and technical adaptations.

Good communication is a prerequisite for the work, and it is important for us that the cooperation between the head of studies, voices, piano house and manufacturer flows seamlessly.

In addition to the modern grand piano and piano, we have two cembali and a hammer grand piano that requires extra experience. Tuning and maintenance at a high level has contributed to the instruments still having good quality after many years of intensive use. When the hammer grand piano or harpsichord is used in orchestral performances, there is close communication between the conductor, the club's chief executive officer and voices in order to make necessary adjustments before or during performances. This has worked smoothly, even in demanding situations.

Most of the test instruments owned by DNO&B are piano labels represented by the Piano workshop Holthe & Bakke. If parts are needed, the fastest delivery of quality assured parts from them is, and over the years they have kept a very high degree of availability to us.
