Background for the procurement
As a part of the development of the future energy system at Gløshaugen, NTNU plans to establish a seasonal thermal energy storage (GeoTermos) in the Valley of Death. The system shall store excess heat from the summer months and deliver heat back in the winter period.
The project is for the establishment of a well park with approx. 100 energy wells (approx. 200 m depth) as well as the accompanying pipes and distribution systems. The installations shall be connected to new buildings and a low temperature network.
The project has several special challenges:
• establishment in an area with demanding ground conditions (quick clay).
• Requirements for high operational reliability and a long lifetime.
• storage and operation at relatively high temperatures (up to 50-60 °C)
• need for good insulation through the uncompacted material layers.
• interaction with other energy systems at campus
NTNU would therefore like to have a dialogue with the market before the final solution and execution model are chosen.

Dit betreft een vooraankondiging van een te verwachten opdracht welke onder de 'Erkenningsregeling Elektrawerkzaamheden' van Stedin wordt geplaatst (PB/S nummer 328809-2024), categorie 2: MS Projecten én categorie 3: HS Projecten. U dient tijdig erkend te zijn, voor beide categorieën, vóórdat de tender start, om een uitnodiging te ontvangen. Verwachte start tender: begin april 2026. U dient uiterlijk op 6 maart 2026 een aanvraag tot erkenning ingediend te hebben.
Onderstaand toelichting op de tender (onder voorbehoud):
De opdracht op hoofdlijnen:
- Het realiseren van HS-tracés.
- De engineering van HS-tracés kan, naar keuze van Stedin, worden uitgevoerd door de opdrachtnemer of door Stedin zelf.
- Daar waar van toepassing, de benodigde telecom-werkzaamheden.
- Materialen worden geleverd door Stedin.
Gebied:
Verzorgingsgebied Stedin, daar waar HS-tracés worden aangelegd.
Aantal percelen:
Twee percelen, te weten:
- Perceel 1: Regio Noord (Den Haag e.o.) + Regio Midden (Utrecht e.o.)

Omvang:
Gemiddeld rond de 50 miljoen Euro per jaar, in totaal. Met een spreiding van 30 miljoen Euro (eerste contractjaar) richting de 65 miljoen Euro (achtste contractjaar).
Aantal overeenkomsten:
Per perceel twee raamovereenkomsten op basis van bestek Stedin. Stedin sluit hier met haar HS werkzaamheden aan bij bestaande LS en MS bestekken, die recent zijn aanbesteedt.

The European Green Deal is the roadmap for making the EU’s economy sustainable. It is a set of policy initiatives with the overarching aim of making Europe climate neutral by 2050.
The "Economics of Climate Change, Energy and Transport" Unit (JRC.C.6) of the Joint Research Centre supports the European Commission’s European Green Deal by performing economics-based research in several areas related to energy and climate change. This work includes the development of a reference toolset of economic models and the completion of associated research activities to improve the models' reliability and robustness. The JRC.C.6 Unit is based in Seville, Spain.
JRC.C.6 is seeking to strengthen its socio-economic research and modelling capabilities by expanding its coverage of modelling areas and by updating and improving its existing models and toolsets.
The unit JRC.C.6 maintains, develops and applies a number of quantitative tools to analyse the impact of different policies on the energy demand and supply sectors, as well as tools for macro-economic modelling. This toolset comprises the EU and global partial equilibrium models POTEnCIA and POLES including their corresponding databases (notably JRC-IDEES), and the global general equilibrium model JRC-GEM-E3.
All these tools are able to provide model output in terms of CO2 emissions. The comprehensive modelling of climate change mitigation scenarios requires additional information as regards non-CO2 greenhouse gas emissions as well as on emissions and sinks related to land use, land use change and forestry offsets (LULUCF). Besides, climate action can have important co[1]benefits in terms of reduced emissions of air pollutants and of improved air quality.
This Framework Contract aims at supporting the operation of the abovementioned set of models by providing the JRC with data, methods and results relevant for the analysis of non-CO2 greenhouse gas emissions, emissions of air pollutants (including air quality impacts), and LULUCF offsets.

3.1. Przedmiotem zamówienia są usługi z zakresu sporządzenia dokumentacji projektowo- kosztorysowej w związku z realizacją: Kompleksowego projektu adaptacji lasów i leśnictwa do zmian klimatu – mała retencja oraz przeciwdziałanie erozji wodnej na terenach nizinnych (MRN3) wraz z pełnieniem nadzoru autorskiego nad realizacją robót budowlanych wykonywanych na podstawie tejże dokumentacji.
Rodzaj zamówienia: usługi
Przedmiot zamówienia został podzielony na 7 części:

Opis przedmiotu zamówienia zawierają:
1) Załącznik nr 2A do SWZ (Część 1),

Warunki realizacji zamówienia zawiera Załącznik nr 10 do SWZ – Wzór umowy.
UWAGA: Wykonana dokumentacja projektowo-kosztorysowa musi być zgodna z Podręcznikiem wdrażania projektu, Wytyczne do realizacji zadań i obiektów małej retencji i przeciwdziałania erozji wodnej – Załącznik nr 11 do SWZ.
3.2. Nazwy i kody dotyczące przedmiotu zamówienia określone zgodnie ze Wspólnym Słownikiem Zamówień (CPV):

3.3. Wykonawca może złożyć ofertę na jedną, wszystkie albo dowolnie wybrane części zamówienia. Zamawiający nie ogranicza liczby części, które mogą zostać udzielone temu samemu wykonawcy.
3.4. Zamawiający nie zastrzega obowiązku osobistego wykonania przez Wykonawcę kluczowych zadań dotyczących przedmiotu zamówienia. Wykonawca może powierzyć realizację elementów (części) przedmiotu zamówienia Podwykonawcom. W przypadku zamiaru wykonywania przedmiotu zamówienia z udziałem Podwykonawców Wykonawca zobowiązany jest do wskazania w swojej ofercie zakresów rzeczowych, których wykonanie zamierza powierzyć Podwykonawcom, oraz podania nazw ewentualnych Podwykonawców, jeżeli są już znani. Wskazanie takie należy umieścić na Ofercie. W przypadku braku wskazania w Ofercie podwykonawstwa Wykonawca będzie mógł wprowadzić Podwykonawcę wyłącznie na warunkach określonych w umowie.

National Land Survey of Finland (NLS) is planning to purchase satellite orthomosaics covering areas especially in Eastern Finland. The aim is to
acquire satellite-based orthomosaics from areas where GNSS interference occurs, and aerial imaging is impossible.
The acquisition time for the orthoimages is from May to August in 2026. The orthoimages must be snow free with minimum cloud coverage. The orthoimages must have good contrast and natural colors. The maximum resolution of the orthoimage is 0.5m.
Orthoimages must be mosaicked seamlessly and delivered as 6*6km grids that are fully covered, with minimum four bands (Red (R), Green (G), Blue (B) and Near InfraRed (Nir). The resolution of the orthomosaics must be 0.5m. The orthomosaics must be delivered fully processed including radiometric correction, georectification, and orthorectification (i.e., GIS-ready mosaic) following the requirements listed in the call for tenders.

MARKET DIALOGUE

Participation or non‑participation in the market dialogue does not affect eligibility to participate in the tender procedure.
