From 2026 the procurement scheme for mapping nature types on land will go from being a dynamic purchasing system to becoming a multi-year framework agreement. Nature mapping in protected areas will be a part of this framework agreement.
The framework agreement period is four years (2+1+1). The contract will consist of 10 sub-contracts divided between government management offices, with one tenderer per sub-contract. The price in the tender shall be based on a mapping according to the NiN2 methodology. We start from this with call-offs. The price is subject to adjustments in connection with new instructions and the degree of difficulty of mapping.
The mapping assignments in each sub contract will consist of both mapping in accordance with the Norwegian Environment Agency ́s instructions and basic mapping in protected areas. The relationship between assignments from the Norwegian Environment Agency ́s instructions and nature mapping in protected areas will vary based on the reported need from the Government Manager. Call-offs for 2026 will be made after the contract has been signed. At the beginning of each season the tenderer will be able to make changes to the mapping personnel. In the event of changes, the mapping must have equivalent or higher competence so that it does not affect the result of the competition.
We are planning on announcing the procurement in February 2026.
