The European Commission plans to implement, under the future EU Space Programme, an EU Earth Observation Governmental Service (EOGS) to harness space data in support of autonomous European decision-making in the area of security and defence. EOGS shall in particular comprise satellites, ground infrastructure, data and information processing facilities, and distribution infrastructure. It shall provide secure, reliable, timely, persistent and targeted space-based Earth observation data, products and information, reinforcing existing and planned capabilities. It shall complement and build on existing capabilities provided through the European Union Satellite Centre and those from Member States. EOGS may also provide complementary data to Copernicus Services and commercial datasets, in particular for civil protection and security.
In this context, the overall objective of the European Space Agency’s (ESA) European Resilience from Space for Earth Observation Programme (“ERS-EO”) is both to prepare and accelerate the future implementation of the EOGS in a close partnership with EU and to federate initiatives regarding dual-use Earth Observation surveillance systems amongst ESA Member States.
ERS-EO Element 1 as being the precursor to the EOGS, it focuses on the preparation of the future EOGS system to accelerate its implementation, but also to benefit Member States’ own programmes and European commercial entities contributing to EOGS. Element 1 is dedicated to the maturation of all critical components required for the development of the EOGS system. Its objectives include the consolidation of the system architecture in line with user and security requirements; the development and industrialisation of key enabling technologies to ensure European non-dependence and implementation readiness; the validation of critical capabilities through in-orbit demonstration activities to de-risk system-level decisions; the establishment of the technical, programmatic, and security baseline for an EU-owned Space Mission Component; and the preparation of end-to-end service concepts and corresponding ground-segment elements to demonstrate future operational value.
Description of the procurement
The scope of the subject procurement is to initiate and perform the “Study to consolidate the definition of the EOGS System Architecture” as part of the task delegated by the European Commission to ESA for the preparation of the EOGS Programme. The overall objective is the derivation of the EOGS system architecture, with a focus on the dedicated Space Segment and related infrastructure within a system facilitating a pooling sharing concept. The contractor shall perform trade-off as an intrinsic part of the work to arrive with different architecture options with one representing an optimal cost-benefit ratio. The presented concepts shall be based on European solutions and European providers, any deviation needs to justified duly and brought to the attention of the Agency. An other overarching aspect shall be intrinsic resilience of the proposed architecture solutions spanning from supply chains to operations.
The activity will be procured through an open competitive tender (Invitation to Tender) following ESA’s own procurement rules and procedures as amended by Annex III to the Financial Framework Partnership Agreement (FFPA). It is intended to place two parallel contracts, subject to the receipt of qualifying proposals from industry consortia.
