Bærum municipality would like to invite the market to a dialogue in connection with a coming procurement in order to cover the municipality ́s need for digital joint user equipment/AV equipment (DFB) with the accompanying services. This market dialogue is a replacement/update of previously completed market dialogues. See previously completed market dialogue: https://doffin.no/notices/2023-653193 Invitation to market dialogue - Framework agreement for the procurement of digital joint user equipment/AV equipment and the accompanying services Bærum municipality invites tenderers to a market dialogue with suppliers for a framework agreement for the procurement of digital joint user equipment/AV equipment and accompanying services. The aim of the procurement is to replace the current framework agreement for the procurement of "Digital joint user equipment - meeting room equipment and infotainment". The new agreement will cover an equivalent area and the need for digital joint user equipment (DFB) for all entities and buildings where Bærum municipality is responsible for such joint equipment. The municipality has separate agreements for client control and user-related equipment. Bærum municipality would like to invite the market to a dialogue in connection with a coming procurement in order to cover the municipality ́s need for digital joint user equipment/AV with the accompanying services. The intention is that the agreement shall cover Bærum municipality ́s total need for digital joint user equipment/AV equipment, entertainment, meeting room equipment, accessories and accompanying services in the contract period. The contract shall ensure that digital joint user equipment/AV equipment for Bærum municipality ́s entities and buildings always has access to updated equipment/products and services with modern and good quality. The aim is not to replace the existing equipment that covers the current user need. In addition to the delivery and operation of new equipment, we would like a new supplier to provide support and service for the current equipment. The consultancy services will be strengthened in the contract and the tenderer must reckon on assisting the Contracting Authority as needed, both as regards assessment/supplementation of equipment, support and maintenance. Expanded support and assistance can be required at major events and video conferences. The aim of the market dialogue is to gain insight into the market now and forward, establish increased knowledge on the supplier market, inform about the coming planned procurement and get any feedback on the planned procurement before the announcement. Bærum municipality is one of Norway's largest municipalities. Both inhabitants and employees have high expectations for the municipality ́s IT systems, both in regard to response, availability, information security, cost efficiency as well as the ability to implement new functions quickly and efficiently. According to Bærum municipality ́s digitalisation strategy, the municipality ́s employees and inhabitants shall experience "One Bærum - digital first choice" via, among other things, access to best and correct practices in service deliveries, access to process support and technology to simplify our own everyday lives and get a better tool for interaction, case processing and service production. The procurement is planned to be carried out as a tender contest with notice before summer 2026. Tenderers are invited to a joint card information meeting in Kommunegården in Sandvika for orientation of the upcoming planned procurement friday 13.03.2026, 09:00 – 10.00. Tenderers who are interested in a short 1:1 meeting with Bærum municipality if the procurement can register their interest.1:1 meetings will be held on the same day (13.03.2026) (up to 30 minutes for each tenderer) – if there are more registered participants than we have set aside, an extra day will be set aside for 1:1 meetings. Tenderers can inform and/or ask questions to the Customer at the 1:1 meeting. Tenderers who register for the market dialogue will be sent parts of the tender documentation draft for a planned competition, so that they can provide input on the tender documentation before the competition is announced. The aim of the written input is to get a general description of the tenderer ́s system and feedback sent out documentation and a planned procurement. The meetings will be confidential and only for internal use by the work group in the municipality. Input from the dialogue can be used in the subsequent competition. Written input shall only be relevant for the competition. A template will be sent out to provide feedback to suppliers who register for the dialogue conference. The deadline for registering for the Dialogue conference and 1:1 meetings is 09.03.2026, 16:00. Enrolments are to be sent as a notification on the case in Mercell. The Contracting Authority would like feedback from tenderers for the planned procurement and draft of competition documents by: Thursday 09.04.2026, 16:00.  Emphasis is put on the fact that participation in the dialogue meetings is neither necessary nor required to participate in the subsequent competition. Oslo municipality c/o The Agency for Finance and Management invites tenderers to a written market dialogue for the procurement of a new catering contract (reserved).

Estimated annual volume: NOK 3,500,000.

Troms County (hereafter called the Contracting Authority) shall enter into a new framework agreement for books and teaching aids. The procurement is now in a preparatory phase and needs mapping is currently being carried out, as well as examining the possibility that the contracting authority ́s total need for all types of books and teaching aids can be covered through a joint agreement. The contracting authority ́s need primarily includes access to teaching materials, textbooks and concretising materials connected to all disciplines and subjects in sixth form education and the vocational college. Furthermore, the contracting authority would like to be able to use digital books and teaching aids, as a supplement to printed books and teaching aids, as well as books available through NDLA. The contracting authority also sees the need for a contract for other types of printed books than teaching aids, such as entertainment and fiction books. Emphasis is put on the fact that the contracting authority has already entered into a separate framework agreement for e-books and e-audiobooks, and that such products are therefore exempt from this hearing. Question 1: As the first part of the market mapping, the contracting authority would therefore like to know whether there are actors in the market who can offer all types of products as mentioned above, including both printed and digital teaching aids for sixth form college and vocational college, as well as a wide range of fiction and entertainment books. The contracting authority envisages the following alternative options to cover the need: Through a joint framework agreement, by dividing the procurement into two sub-contracts; one for all types of teaching aids (printed and digital) and a separate sub-contract for fiction. By dividing the procurement into three sub-contracts; one for printed teaching aids, one for digital teaching aids and one for fiction. Question 2: We would like further market input on which of these three alternatives are feasible and which is best suited to safeguard the contracting authority ́s needs as described above. How should the hearing be answered? Response deadline Thursday 05 March 2026 (12:00). The hearing will be answered through the communication tab in Mercell. The inputs will be treated confidentially and not visualised for other suppliers. Please note that Troms County does not reimburse any costs for participation in the hearing. Once the hearing deadline has expired, we will carefully review all received inputs and assess what input it might be appropriate to include in the final documents. Emphasis is put on the contracting authority not be obliged to comply with the inputs. Tenderers who respond to this hearing may be contacted afterwards if needed for clarification or further questions. Furthermore, it may be necessary to send a draft of the competition documents for a hearing. We therefore recommend all interested suppliers to provide input for this hearing.
