IKOMM AS invites tenderers, on behalf of Enebakk municipality, to a market survey for the procurement of a new map and management system for water and sewage.
Enebakk municipality shall procure a new map and management system for water and sewage in autumn 2026 in the municipality. The municipality needs a future orientated, comprehensive and user-friendly system for managing the water and sewage network. The system shall support both administrative and operative activities and facilitate efficient interaction between employees in offices and personnel in the field. The system must be available via modern web technology and function on different devices (PCs, tablets and mobile), so that registration, updating and posting can be carried out where the work actually takes place. The system shall support efficient registration and management of the pipeline network, manholes and the accompanying technical installations, including the use of GNSS/GPS equipment for precise surveying.
The system shall meet strict requirements for information security and stand-by, reduce operational and maintenance costs and ensure that the municipality meets the current environmental and reporting requirements.
>: We would like to carry out a market survey (RFI) in order to gain insight into relevant systems, technology and suppliers. Furthermore, we would like to invite up to 3 tenderers to public dialogue meetings to take a closer look at the options that can offer to ensure a good future orientated procurement. Other municipalities in the region will also be invited to participate in this market survey in order to possibly participate in a future competition.

> The dialogue meetings are planned to be held in early April as physical meetings in IKOMM ́s premises in Vinterbro, but with an option for participation in Teams. Relevant tenderers will be selected based on relevance, experience and references from equivalent and comparable municipal systems.
The objective of the market survey is to:
* Gain insight into what systems and suppliers are available in the market
* Examine how the tenderers handle technical requirements, integration, security and stand-by
* Using the knowledge to improve the requirement specifications and choice of procurement strategy.
> This market dialogue will be carried out as a voluntary and non-binding request for information (Request for Information – RFI), cf. FOA § 9-3 and § 12-2, which allow contracting authorities to obtain information about the market before any competition.

> This is not part of a competition and does not involve any obligations for Enebakk municipality or for the tenderers who choose to provide answers.

> Tenderers who participate in the market dialogue will not be given any kind of competition, and participation (or lack of participation) will not lead to exclusion from a later competition. Any future procurements will be implemented in accordance with public procurement regulations, and all tenderers will be able to compete on equal terms.
> We therefore invite interested suppliers to provide written input and possibly participate in dialogue meetings. Participation is voluntary and the market dialogue is not binding for the municipality or suppliers. Good if suppliers can give feedback on the possibility of participation in the dialogue meetings that are planned.
