The aim of the procurement is to ensure NTNU, c/o the National Centre for Science Recruitment (NSR) access to relevant competence and capacity within strategic and operative communication assistance, including consultancy, content production, campaigns and further development of digital communication areas. Communication assistance is the framework agreement's main service and is expected to represent most of the activities included in the contract.

As a part of the communication work, the Contracting Authority uses its own websites and digital systems as central communication areas. In order for the communication assistance to be delivered efficiently and predictable, it is necessary that these systems are stable, secure and available over time. The procurement therefore also includes hosting of the Contracting Authority's websites and technical systems (portfolio).

Hosting is included in the framework agreement as a support service for the communication assistance and is provided as a fixed performance of a limited extent. The purpose of the hosting is to support the use and further development of the digital communication surfaces, not to be an independent main delivery.

We have, therefore, been working on IT product development in multi-disciplinary teams for several years and would like to work more structured with product orientation.

Last year we started work to strengthen competence and culture related to product orientation in the organisation. The work has so far consisted of mapping the need and development of a competence raising concept with measures that hit the entire organisation and specific roles connected to our product teams.

Parallel, we explore what is best practice for us and how we can increase value creation. This includes establishing an enabling team to assist the teams and the rest of the organisation, as well as contributing to a joint management rhythm for better performance management, cross-team collaboration and better resource distribution.

The competition is for the delivery of building application processing.

The procurement ́s value is estimated to: NOK 5,000,000 excluding VAT per annum. The volume is an estimate and is not binding for the contracting authority and it will vary according to need and demand.

The contracting authority reserves the right to cancel the competition, i.a. in connection with budgetary coverage.

ENVIRONMENT: This procurement is, in its nature, considered to have an immaterial impact on climate and the environment, cf. the regulations §7-9, fifth paragraph. The justification for this is that the procurement is for consultancy services/consultancy services where the contracting authority has been cut off from affecting climate and environmental impact, as the requirements and criteria that are aimed at these elements will not have sufficient connection to the delivery, cf. DFØ's environmental supervisor.

APPRENTICE: The contracting authority has assessed the procurement against the apprentice regulations, cf. the Procurement Act § 7 and concluded that there is no requirement for apprentices in this procurement as the contract ́s main element does not include work where it is relevant to use labour with vocational certificates or craft certificates, cf. the apprentice regulations § 6 (3).

The Norwegian Public Roads Administration would like to use work physiological tests to ensure accurate and research based assessments of candidates ́ (and where relevant employees) work style, qualities and problem solving ability, etc., so that we can make better and more objective decisions both in recruitment and in the development of employees.

The service shall be delivered digitally.
