Rogaland county, in cooperation with Haugesund municipality, Randaberg municipality, Sandnes municipality, Vindafjord municipality, Hå municipality, Time municipality, Karmøy municipality as well as Stavanger municipality would like to invite to a dialogue workshop as a result of the project Sustainability County. The county ́s other municipalities are also invited to participate so that the final number of municipalities can be changed.
Rogaland county, the Supplier Development Programme (LUP), KS and NHO are behind the project.

The aim of the Project Sustainability County is to achieve a sustainability boost in the region. A joint challenge has been identified throughout the project for a lack of reuse/reuse of area, buildings and fixtures. Rogaland County and collaboration municipalities in Rogaland would like a better overview of unused buildings and areas and to develop a more sustainable management of furniture, materials, textiles and equipment to reduce waste and promote circular economy, across the municipalities.

The different organisations manage the challenge of missing reuse/reuse differently today, and the project needs knowledge on solutions and offers that already exist within reuse and reuse, and also to obtain knowledge about several ways to develop a possible digital solution so that it can make it easier for more people to reuse and reuse. The entire value chain will have an important role in the transformation to a circular economy. Therefore we invite broadly from several branches and professional environments.
The intention is to present the project ́s needs and gather input, insight and knowledge from companies and the professional environment on what functions the system can have and how it can be developed.

The dialogue is non binding. Nevertheless, the intention is that it should be of interest and provide value to anyone who sees opportunities in the new circular economy. During the dialogue we will facilitate companies and actors to find each other for potential cooperation. It may be appropriate that several companies/actors join forces to develop a system and possibly try out the system on a small scale.

Description of the needs that shall be taken care of:

• What: We need a system that highlights unused buildings and areas and that simultaneously enables efficient coordination of reuse and recycling of furniture, materials, textiles and equipment across Rogaland county and the municipalities. This includes establishing mechanisms for sharing, redistributing and receiving materials, so that resources are utilised better and waste is minimised.
• Why: There is currently a missing/fragmented overview of unused buildings and areas, as well as considerable amounts of furniture, materials, textiles and equipment that could potentially have been re-used or recycled, leading to unnecessary resource use, increased greenhouse gas emissions and higher costs. This can be due to a lack of cooperation, and an overview of available resources and established processes for reuse. The need arises in a broader context of sustainability goals in the sector, where the public sector is responsible for contributing to national and regional targets for circular economy, such as reduced material consumption and lower environmental impact.
• Expected effect: The system shall result in a more efficient use of resources. This can include increased reuse through a well-functioning swap market, reduced need for new procurements, lower greenhouse gas emissions and economic savings over a longer lifetime for existing resources. In the longer term, it shall contribute to a cultural change towards circular practices in the public sector.
