Oslo municipality would like to map whether there are market participants who have systems there can or can be able to meet the municipality ́s needs, which are summarised below and described in the attached document.

The requested system shall as a starting point not be a pure development project for the municipality, and ought to as far as possible be based on adaptations to the existing system(s). 

Oslo municipality currently has an agreement for the area that expires in the first quarter of 2027 and the system ought to be in operation immediately after the contract expires.

Interested tenderers are asked to register their interest through the KGV system by submitting a short presentation of their system as well as a short description of any adaptation needs that are necessary to meet the municipality ́s needs.

Based on the interest, Oslo municipality can select suppliers for further market dialogue (expected week 41/42). 

SUMMARY OF THE CONTRACTING AUTHORITY'S NEEDS

Oslo municipality needs a cloud-based (SaaS) system that can, to the greatest possible degree, contribute to complying with the legal and regulation requirements related to the Norwegian model, including the requirements for an electronic crew list in the Builder Regulation § 15, as well as follow-up of the Oslo model's seriousness requirements, and other needs closely related to this type of follow-up. The system ought, for this reason, be able to facilitate (the list is not exhaustive):

1) Overview of ongoing projects and assignments within, among other things, building, construction and cleaning contracts with information on suppliers and sub-suppliers.

2) Overview of crews who have registered in and out in ongoing projects and assignments in the municipality.

3) Analysis and compilation of relevant information for identifying risks connected to contractual relationships.

4) Control, follow-up and reporting of contractual relationships.

Sandnes municipality, hereafter called the Contracting Authority, invites tenderers to a restricted tender contest for the establishment of a dynamic procurement scheme (DPS scheme) for consultancy, assistance and/or project management within digitalisation and IT within concept development, technology consultancy, automation, integrations, enterprise architecture and project management.

The scheme shall include consultancy, assistance and/or project management in the following areas:

• Concept development
• Technology consultancy services
•Automation
•Integrations
• Enterprise architecture
• Project management

Each area in the list above is a separate category under the scheme, with the accompanying separate qualification requirements.

The contracting authority ́s need can include everything from minor projects where the requested person is responsible for a part of the project, to major projects with full project responsibility. Furthermore, the need will include consultancy for projects and can also include assignments connected with team and project development, and/or cultural development, within digitalisation and IT.

Tenderers will be able to apply to qualify for one or several of the categories. Only when an application is approved will the tenderer be able to participate in competitions under each category for which it is qualified. Joint qualification requirements, as well as the qualification requirements for each category, will be clearly stated in the attached qualification documentation.

Hamar municipality is announcing, in accordance with the Public Procurement Regulations (FOA) § 21-5, that a contract is planned to be signed with Nyby AS. The contract is for the continuation and implementation of a digital system for sharing tasks in the municipality. The contract is for the further development of the Nyby platform as a tool for interaction and assignment sharing between municipal services and external actors. Hamar municipality has carried out a research and development cooperation (R&D) with Nyby AS, where we have jointly developed processes and systems suitable for the municipality ́s needs. Through this cooperation Nyby has gained in-depth strategic insight into our work processes and objectives. This insight is decisive for ensuring that the solution produces the expected effect.
