We invite forward leaning tenderers to register for our market dialogue for a future procurement of a tender implementation tool (KGV), with the accompanying options, the County Municipalities would like a modern and user friendly tool that helps both the contracting authority and the tenderer with implementation competitions in a flexible way. Simple process and user support should be available by phone and email. The tool shall contribute to increased efficiency in the procurement work and reduce complexity, so that several parts of the entities can use the tool in line with the organisations' maturity. The contracting authorities are looking for a tool that offers efficient work flow and automated processes. The use ought to contribute to reduced the organisation's use of resources in procurement processes and contract follow-up and that the company can more easily comply with the regulations. The contracting authorities want a robust, modern and cloud based system that uses new technology to enable efficient data processing, automation of work processes and seamless integration with the existing infrastructure in the counties. The solution is expected to be maintained, upgraded and developed to support legislative changes, adopt new technology, improve the user experience, and provide continual value during the contract period. It is important that the procured system is developed in line with the market and contributes to strengthening the digitalisation work for the procurement discipline. The system shall assist with the transition to data driven everyday life for procurement consultants. In the future, it may be necessary to integrate artificial intelligence into your infrastructure, such as with Microsoft 365 and Microsoft Azure, to improve employee efficiency and provide access to verified information from trusted data sources, while maintaining security and data quality. The contracting authority wants a tool that, in the long term, can connect artificial intelligence to data in KGV/KAV and other parts of the system, so that employees can reliable information through interaction with artificial intelligence, independent of client. The main goals are: Streamlining of the procurement work, repaired complexity in the processes. Automation and improved work flow. Better compliance with the rules. Support for digitalisation and transition to data driven processes. Future integration of artificial intelligence, especially with Microsoft 365 and Azure.Need for integration with archive system FINT (Joint County InTegraions)What is GOOD? FINT Arkiv – Novari IKSFINT is a common digital platform that is used by Norwegian counties to standardise and make information available through open APIs. This contributes to increased efficiency, better data quality and reduced costs by enabling real time reuse of data. FINT Arkiv-integration shall be used by county entities included in this competition. Other affiliated entities may require integration in other ways, adapted to their system landscape. As the Contracting Authority consists of several entities, different archive systems are currently used. With FINT Arkiv, however, the underlying archive system does not function as the interface for the integration - FINT provides a common interface regardless of which archive system is used. Fint Arkiv is used by all of the counties in the country, byantikvaren and Bymiljøetaten in Oslo kommune as well as Sametinget.With FINT Arkiv the counties get an API with a joint information model for standardised exchange of archive information. The counties that currently participate in this competition use three different archive systems: Tieto Evry - Public 360Sikri - ElementsAcos - WebSak+Overall Requirement - Integration friendly and data driven system The contracting authority shall use systems with open and documented APIs that enable safe and efficient integration. With limited internal resources for development, the contracting authority needs assistance to extract more value from the existing data. The tenderer shall develop integrations that are easy to implement, maintain and reuse - and that can be shared with other public entities when relevant. The system shall be based on open standards and it shall provide sufficient documentation for both technical and functional understanding. The Contracting Authority strives to procure systems that shall offer an open and documented API with sufficient functionality for safe and efficient integration with other systems and data sources. The API shall support standardised protocols and formats and be available for integration without a need for comprehensive adaptations. The integrations shall be designed with modular architecture that enables reuse and sharing with other public entities. All the necessary documentation connected to the API, data flow and process design shall be provided and suitable for both technical and functional understanding. The tenderer shall assist in implementing value from existing data and contribute to a more data driven and coherent public sector.
