Trondheim municipality c/o Trondheim eiendom, hereafter called the Contracting Authority, invites tenderers to an open tender contest for a contract for HVAC materials for the municipality ́s entities. The contracting authority shall enter into a framework agreement for HVAC materials. The agreement will cover most product groups (NRF groups) within consumables for HVAC, Hereunder i.a.: Pipes and parts for water and sewage pipes and parts for tap water, sanitary and various fittings, sewage parts PP and MA equipment and mixer batteries-steel pipes, bends, pressure pipes, clamps, fastening material, valves and etc., the Contracting Authority has approx. 230 units that will use the agreement, but the largest users are Trondheim property. Trondheim city operations is also a major user of the agreement. The contracting authority ́s plumbers and operational personnel need quick access to the requested HVAC materials from stores or in-store in Trondheim with regard to efficient execution of their assignments. The contracting authority asks tenderers to enclose an overview of stock and standard delivery times for not stocked articles in the tender. The majority of the turnover occurs at in-store trades, but the Contracting Authority aims to increase the share of e-commerce orders during the agreement period. The contracting authority shall enter into a framework agreement for plumbing services internally and externally at the police ́s owned and leased premises.

Viken Vest Innkjøpssamarbeid (VVI) c/o Øvre Eiker kommune is holding on behalf of municipalities in buskerud and Telemark competitions for framework agreements and administering the framework agreements on behalf of the participants.

A competition shall now be held for water and sewage materials.

We would, thus, like feedback from relevant tenderers before the competition is announced through this RFI.

The contracting authority would like to use the procurement to enter into a framework agreement with one tenderer.

The objective of the agreement is to cover the contracting authority ́s need for pipes and pipe parts within Water and Sewage (VA) and Heating, ventilation and sanitary engineering (HVAC). 

The chosen tenderer shall be a full assortment wholesaler of pipes and pipe fittings for use within W&S and HVAC, in accordance with the requirement specifications.

Comments on the contract:

Plastic manholes and fittings for manholes are a part of the agreement. 
The contracting authority can bypass the contract with the procurement of concrete manholes. 
The customer can bypass the contract for major project deliveries. This is when the products make up a minimum of NOK 300,000 excluding VAT.
The customer can bypass the contract with special orders, i.e. for example orders that are made, adapted or ordered according to the customer ́s specific requests or needs.
The Customer can leave the contract if the tenderer cannot deliver within maximum delivery times in accordance with the requirement specifications. Delivery deviations from the tenderer can be regulated in accordance with the contract.
The contracting authority can bypass the contract for the procurement of an entire pumping stations/pressure boosting station.
The Customer can leave the contract outside the contract where pipes and pipe fittings are only a part of the assignment where other service providers are responsible for the execution. E.g. excavation assignments, plumbing assignments, procurement of fire hydrant, establishment of emergency power generators for pressure increase stations/pumping stations etc.
The customer can leave the contract in critical situations where the customer cannot wait for parts if the tenderer does not have them at local stores/times of crisis.

The framework agreement shall cover the planned and non-planned need for concrete, street goods and closely related materials. The contract is estimated to have a value of NOK 14 million excluding VAT. The framework agreement ́s absolute framework is therefore set at NOK 14 million excluding VAT. The contract shall include the delivery of water and sewage material from a wholesaler to the operation and maintenance of the outdoor water and sewage pipeline network and the delivery of HVAC materials for indoor use. The contract also applies for investment projects/water and sewage redevelopment projects. The contracting authority will enter into a contract with all tenderers who fulfil the qualification requirements. The contracting authority shall use mini-competitions for call-offs against this agreement. Call-offs through ordinary mini-competitions shall be mostly for orders. There are only exceptions that the contracting authority will hold mini-competitions with shorter response deadlines (rush assignments).
