Award of a Service Contract on software implementation and operation of a transnational Electronic Reporting System (ERI System)

The subject matter of the procurement procedure is the award of a service contract for the software implementation, operation, software support and maintenance of a transnational Electronic Reporting System (ERI System) based on a detailed technical specification made available by the Participating Contracting Authorities.

The CEERIS system has been in operation since 2023 and is jointly operated and continuously developed by partners from eight countries. The status of implementation varies across these countries, and additional reporting requirements are continuously being integrated. Furthermore, the mandatory use of CEERIS in two of these countries has led to the ongoing identification of necessary system changes and adjustments to ensure compliance with statutory reporting obligations for inland navigation and the corresponding reporting processes. This claim for additional costs relates to a bundle of such identified and coordinated functional changes, adaptations, and enhancements. In this specific form, these were not foreseeable due to a lack of prior experience and have, in any case, arisen from feedback provided by reporting inland navigation operators as well as the receiving authorities.
