78048 E2026 RH HLK IKF Cardiac slice analysis system – Intention notice

Oslo University Hospital, the Institute for Surgical Research, intends to procure a MyoClamp system for measuring and analysing calcium dynamics, power development and mechanical work in thin heart muscle preparations (Living Myocardial Slices, LMS). The procurement will be carried out without a competition pursuant to PPR § 13-4 (2), as a competition according to the contracting authority ́s assessment is not possible due to technical reasons. Based on available market information and professional assessments, the Contracting Authority has not identified other suppliers who can offer a solution that combines simultaneous measurements of calcium dynamics and contractile power with force-clamp functionality, work-loop protocols, integrated analysis of power-length ratios and optical measurements of sarcoma length in one combined system. Alternative solutions only cover parts of the need or lack central functionality. The contracting authority therefore considers that the terms for the procurement without competition are fulfilled. The terms in PPR § 13-4 (2) are therefore considered met. Any objections can be notified to the project manager within 10 days after publication of the notice.
