26/034 – A Qualification System for the provision of Engineering, Procurement, Construction, Operation and Maintenance Services for the Strategic Gas Emergency Reserve

Gas Networks Ireland (GNI) is establishing a Qualification System for the provision of Engineering, Procurement, Construction (EPC) works and services (Lot 1) and Operation and Maintenance (O&M) services (Lot 2) for the Strategic Gas Emergency Reserve (SGER). Lot 1 is for the engineering, procurement, and construction works and services to complete infrastructure assets including but not limited the jetty, trestle, topside structures, pipelines, above ground installation (AGI), integration with FSRU, onshore terminal systems, related ancillary and enabling utilities to site and the management of nominated subcontractor(s). Lot 2 is for operation and maintenance services in relation to jetty, trestle, topside structures, pipelines, integration with FSRU, onshore terminal systems that may be required from time to time to facilitate the operation of the SGER. The Lot 2 contractor will be novated to the Lot 1 contractor for the duration of the EPC period, commissioning and defects correction period, with a subsequent three-year operation and maintenance period commencing from completion of commissioning. A further O&M period of up to five years is anticipated following completion of the initial period.

Applicants may apply for and qualify in one or more Lots. GNI has immediate requirements which may be tendered in the near future, through an Initial Competition. Applicants who are interested in participating in the Initial Competition must submit their QSQ responses through the eTenders system by 12.00hrs (Irish time) 18th September 2026, unless
amended.
