Provision of a stand-by and crisis support tool with DSB

The Directorate for Civil Protection has procured a framework agreement for a crisis support tool on behalf of a large number of public entities that shall use the procured tool (including nearly 400 municipalities and other public entities) as well as a large number of entities that can use the crisis support tool (including most of the counties). The chosen supplier is Rayvn, which means that Rayvn will be the sole provider of a crisis support tool that can be used in co-operation between most public contracting authorities. In dealing with crisis situations affecting several public entities, affected businesses need digital tools that can be used in co-operation, in order to deal with a crisis as efficiently and coordinated as well as in retrospect being able to evaluate crisis management. A tool that can be used in co-operation is essential for efficient management, handling and sharing of critically important common information during events where, among other things, time is an important factor. To cover the company's need for crisis support tools that can effectively be used in co-operation with other public entities, a crisis support tool must be procured that is compatible with the crisis support tool used by the majority of public entities. Only Rayvn's own crisis support tool meets the requirement for compatibility with interaction across entities. Other service providers' crisis support tools are not compatible with Rayvn ́s crisis support tool and cannot be integrated into Rayvn's crisis support tool, which is a prerequisite for cooperation. Procuring another crisis-support tool will be associated with significant challenges as regards effective handling of crisis, and the stand-by ability will, according to the contracting authority, not be optimal if a tool is procured that is not compatible with the tool used by other public entities. We therefore intend to enter into a SSA-L agreement with annexes with Rayvn after the 10 day deadline has expired.
