Affiliation of drammensregionens brannvesen IKS to the existing contract with Framsikt AS

Contracting authorities: Drammen kommune and Drammensregionens brannvesen IKSAnskaffelsen ́s nature: Expansion of the existing contract Supplier: Framsikt AS1. The background and purpose framework municipality and the Drammen region ́s fire service IKS announce their intention to enter into a contract for the expansion of the existing contract with Framsikt AS for the delivery of system support within financial management, budget, analysis and reporting. The expansion concerns drammensregionens brannvesen IKS (DRBV). Drammen municipality is the largest owner of DRBV and the municipality already provides IT services and ICT equipment to the fire service through an established service model. DRBV currently uses the same payroll and accounting systems as Drammen municipality, providing integrated financial management and established interaction within data basis, processes and technical interface.2. Justification for choosing the supplier Extension of the contract with Framsikt AS is assessed as necessary to ensure: General financial management: The fire brigade will be able to use the same budget, analysis and accounting management tool as Drammen municipality. Efficient management and data flow: Co-use of existing integrations, system set up and data basis that have already been established in the municipality ́s Framsikt system. Reduction of complexity and costs: It will not be appropriate or cost effective to establish parallel systems for DRBV, as the municipality already has an established and functioning system environment at Framsikt.The nature of the agreement, integration need and technical dependencies suggests that only Framsikt AS can deliver the requested expansion within existing architecture without disproportionate costs or risk of data quality breaches and coherence in financial management. The contracting authorities therefore assess that the terms in the PPR § 13-4 letters b nos. 2 and 3 - "technical reasons or protection of sole right" will apply. The contracting authorities have assessed possible alternatives and suppliers, but there are no real or reasonable alternatives that can provide equivalent functionality within existing system landscape, integrations and technical architecture. This will lead to disproportionate economic and technical disadvantages to use alternative solutions. The contracting authorities have further considered that the expansion is a permitted change to the existing agreement in accordance with the procurement regulations §§ 28-1. The expansion concerns functionality and modules that are fully covered by the contract ́s original purpose and structure, and the change exceeds neither the economic or functional limits that according to the regulations will be seen as significant. The extension does not result in changes in the nature, scope or balance between the parties ́ performance and performance, and it falls within the limit of the allowed changes in accordance with the regulations. The scope of the contract The expansion includes licences for DRBV, accompanying modules, the necessary configuration and establishment, as well as access to the same functionality that Drammen municipality has within: Budgeting, Finance Reporting, Analysis Planning4. The planned contract signing the Contracting Authorities will enter into a contract after a waiting period of 10 days from the date of publication of this intention notice, provided that no objections are received that provide a basis for stopping the process.
