Statsbygg constructs the new Life Sciences Building (LVB) for the University of Oslo and Oslo University Hospital on behalf of the Ministry of Education and Research and South-East Health as the co-contracting authority. The building shall be the workplace for approx. 1,600 employees and 1,600 students. Start up for the excavation and ground work was the second quarter of 2019 and the planned completion is at the end of 2026. Various professional environments shall work multi-disciplinary here to develop new solutions for major challenges within health and sustainability with access to the best and most modern equipment required to carry out world class research, teaching and innovation. FOA 13-4 (b) 2; The procurement concerns services that only a specific supplier can provide for technical reasons. This is to be noted that Statsbygg will enter into a contract without a previous notice with Waters NUF for the procurement of a cIMS-DESI XS-system. The system shall be used for high-resolution mass spectrometry imaging (MSI) of organoids and other NAM-related (non-animal model) research, as well as enable correlative analyses with RAMAN spectroscopy without sample damage. To cover the research need, an MSI source is required that offers spatial resolution in the range of 5-10 μm, low sample destruction and a high chemical information depth. Technical testing shows that this can only be achieved with DESI based MSI. Technical testing of alternative technologies, such as MALDI, has also been carried out. MALDI requires matrix, produces lower spatial resolution for the samples and does not allow for further analysis with RAMAN spectroscopy. Market surveys have been carried out in form dialogue with relevant tenderers. It was mapped here that only Waters NUF can deliver a DESI based MSI system that fulfils the requirements for spatial resolution, sample handling, quality of chemical information and compatibility with further analyses. The DESI technology is patent protected, and Waters is the only supplier who has the rights to the technology. Our knowledge has no licensed third-party suppliers. The system also requires close technical integration between the DESI source, mass spectrometer and a software platform with support for ion mobility. The terms in accordance with PPR § 13-4 (b) 2 are deemed to be fulfilled.
