Voluntary ex ante transparency notice – Upgrading of patient monitoring at Sørlandet Hospital.

Sørlandet Hospital HF (SSHF) currently has equal patient monitoring at all three of the hospital's three locations, Flekkefjord, Kristiansand and Arendal.De three hospitals have a total of 640 monitoring monitors including 56 telemetries and 25 central districts. It provides seamless monitoring from Prehospital to Emergency Centre, through Surgery/Anaesthesia to Intensive Care, Heart, Newborn, Children and Neurology, as well as moving between the three hospitals. All this communicates via exchanges and servers that allow a 24 hour staffed monitoring centre to see to all patients as needed. SSHF shall upgrade its existing monitoring system, where the servers, switchboards and monitors shall be upgraded to the latest version. The upgrade is planned to be carried out by Vingmed AS, the supplier of the existing patient monitoring service. It is in the public procurement regulations § 13-4 C that the Contracting Authority can hold a procurement without competition if: The Contracting Authority shall enter into an goods contract for additional deliveries with the original supplier. The additional deliveries shall be designed to either partly replace deliveries or installations or to expand the existing deliveries or installations. This only applies when a change of supplier would force the contracting authority to procure goods with technical qualities that are incompatible with the original deliveries or installations, or that would render operation and maintenance disproportionately technically difficult. SSHF therefore intends to enter into a procurement contract with Vingmed AS, 10 days after publication.
