Single-Party Framework Agreement for the implementation, maintenance and support of a Learning Experience Platform (LXP) and related services for the Institute of Public Administration.

The IPA has now cancelled the competition relating to a competitive procedure for the establishment of a Single Party Framework for the implementation, maintenance and support of a Learning Experience Platform (LXP) and related services using the competitive procedure with negotiation. A cloud hosted (vendor or self-hosted) COTS solution for the Contracting Authority learning needs Implementation of the service(s), including migration of appropriate data and content from existing systems. Robust data governance and cyber security continuous monitoring and incident response. Training on the use of the LXP System End-to-end managed service for the hosting, licencing, maintenance, development and support of the Contracting Authority's learning experience platform Additional features and potential future enhancements. Any related Services deemed necessary to support the application over the life of the framework. It should be emphasised that the IPA reserves the right to establish the Framework and award the initial contract directly following receipt of initial tenders without recourse to negotiations with individual tenderers. The implementation of the LXP will be in phases with the initial phase focused on a smooth transition from the current OneLearning LMS. The deadline for the Go-Live of Phase 1 is 31 January 2027.
