Intention notice for the procurement of a trade system for Follo Brannvesen IKS

Follo Fire Brigade IKS (FBV) needs a comprehensive and industry adapted trade system that supports both the operative and administrative activities of the fire service. The system shall provide a total overview and functionality for follow-up of crews, vehicles, equipment, competence, exercises, stations and operative processes, as well as support communication and reporting in accordance with the current legal requirements.
After carrying out a market assessment, FBV has concluded that Bliksund GRID, delivered by Bliksund AS, is the only known solution in the Norwegian market that overall meets the fire service ́s needs. The system offers comprehensive system support that is specifically developed for the fire and rescue service and has established integrations with systems used by other fire brigades and 110 centres. No other known supplier is available who can deliver equivalent functionality in one combined and production-set system.
Based on this, FBV intends to enter into a contract with Bliksund AS without a prior competition, cf. the public procurement regulations § 13-4 letter b.
