Intention notice: Procurement of ki-tool Claude

The term intends to enter into a contract for licences for the KI based tool Claude from the supplier Anthropic. Justification for the choice: The term needs an advanced, general KI-tool that can be used by employees across disciplines, including developers, designers and other roles. The aim is to support analysis, development and interaction assignments in line with Sikt's strategic targets for the use of artificial intelligence. After completed needs and market assessments, Visibility ́s assessment is that Claude currently appears to be the best suitable solution for the purpose, particularly in light of: *support for secure and final user-controlled access to data and integrations based on open standards, **good interaction between different user groups, including close collaboration between developers and other professional environments, technical prerequisites for integration with Sikt's existing platform services and architecture. Visibility has assessed alternative systems in the market, including, among other things, Copilot, Gemini, ChatGPT and Cursor, but they are not currently assessed to cover the need to a sufficient degree, especially in terms of the combination of access management, integration options and use across roles. The market for KI tools is developing quickly. The choice of Claude is therefore based on an assessment of available systems at the time of the procurement and is not intended to establish any type of long-term standardisation or supplier binding. Procurement form: The term has examined the possibility of acquiring Claude through the existing framework agreement for software licenses, but has been confirmed that the product cannot be delivered through it. Direct procurements from Anthropic are thus the only available procurement route. Extent and value of the procurement: The procurement concerns licences for Claude, with a staged and needs managed employee disclosure. The estimated total contract value is NOK 3,500,000. The actual cost will depend on the number of users and actual use over time. Options:
