Radiopharmaceutical PET/CT Ålesund Hospital – Helse Møre og Romsdal HF

Helse Møre og Romsdal HF, Ålesund Hospital has, since mid December 2021, run an offer with PET/CT. PET/CT is the most advanced image diagnostic examination method currently available. In order to carry out this survey, a radioactive preparation must be procured. There is currently only one commercial manufacturer in Norway, and due to its short shelf life/half-time, the products must be delivered on the same day it shall be used. Ålesund Hospital is dependent on deliveries of FDG on average 2-3 times a week with delivery by 10:00. GE Healthcare, which is located in Oslo, is the only supplier of FDG in Norway. The preparation SteriPET is a radioactive preparation with half the time, 110 minutes. The preparation ́s shelf life is 10 hours from the completed synthesis. In addition GE Healthcare produces 2 batches per day and quality assures the first delivery parallel to transporting it to the hospital. This ensures timely delivery. If batch no. 1 does not go through quality control, batch no. 2 will be at the hospital before 10:00.The total value of the procurement is estimated to be approx. The contracting authority will not enter into a contract with GE Healthcare AS until 1.11.25 At the earliest, Helse Møre og Romsdal HF (Ålesund Hospital) would like to carry out a direct procurement with GE in order to establish a framework agreement for the delivery of PET tracers as defined below, after a prior intention notice based on the argumentation above. The framework agreement will be valid for 1 year, as well as an option for a 1+1+1 year extension. Relevant products: 18F-2' – fluoro-2'-deoxyglukose (FDG)PSMA-1007 (18F) The procurement is located outside the scope of the procurement regulations. Reasons for awarding a contract without a competition notice: Based on market surveys, there is only one specific tenderer on the market in the EU/EEA who offers FDG within the given frameworks. The contracting authority therefore believes that it is necessary to enter into a contract without a competition in accordance with the procurement regulations § 13-4 first section, letter b no. 2.
