Ukraine FIRST Infrastructure Project Facility (AA-012434-001)

This technical assistance contract is co-financed under the Ukraine Investment Facility of the European Union and the EU4U Advisory Programme of the European Investment Bank. The overall objective of this technical assistance operation is to accelerate Ukraine’s economic recovery through the restoration of Ukrainian infrastructure.

The specific objectives are to support the preparation of priority investment projects that may be financed by a combination of loans (from IFIs) and grants (EU and other funds) in Ukraine’s public infrastructure sectors, including: 1) energy (generation, transportation, storage and distribution), 2) transport (including urban mobility), 3) municipal infrastructure (water supply and wastewater, waste management, energy efficiency), 4) social infrastructure (health, education, energy efficiency and social housing), 5) agriculture, bio-economy and the environment, and 6) digital connectivity. And, in this context, to enhance the cooperation and coordination between financial institutions, beneficiaries and bilateral donors.

The scope of work will consist of technical assistance (TA) services for the preparation of priority public sector infrastructure projects requested by the promoter and supported by the lead financier for the preparation of investments in Ukraine’s public infrastructure. The outputs will be high-quality deliverables consisting of one of several of pre-, feasibility studies, environmental and social impact assessments, financing and tariff plans, designs, and procurement plans and tender dossiers.

It is expected that the Ukraine FIRST IPF contract will provide technical assistance to prepare 10 to 15 infrastructure projects. The objectives, scope of services and deliverables of individual TA assignments to be implemented within the contract will be defined in specific Assignment Terms of Reference.

The intended start date is the first quarter of 2026 and the period of implementation of the contract will be 48 months from this date.
