Need for additional works, services or supplies by the original contractor/concessionaire (Art. 43(1)(b) of Directive 2014/23/EU, Art. 72(1)(b) of Directive 2014/24/EU, Art. 89(1)(b) of Directive 2014/25/EU.

Previous modification notices were published on: 1) 17/12/2021 under reference OJEU 647745-2021 extending the contract until 31/12/2023 and; 2) 10/02/2025 under reference OJEU 88545-2025 extending the contract until 31/12/2025. The existing supplier's longer contract engagement (until 31/12/2027) and the additional spend have become necessary owing to complex technical issues with the transfer and operationalisation of new solutions under multiple contracts and their adoption by stakeholders in the field. The change of supplier would have caused: 1) significant inconvenience and disruption to UÉ operational requirements as the supplier provides bespoke systems and essential technical services and; 2) substantial duplication of costs. Total contract value before the modifications, Value excluding VAT €1,095,248. Total contract value after the modifications, Value excluding VAT: €1,338,047.
