this award notice is a copy of award notice OJ S 228/2024 22/11/2024 and is being duplicated for the purposes of modification.
This has already previously been modified as per notice OJ S 230/2024 26/11/2024 - increase in the Framework award value from €57 million - €65
million.
EirGrid require a modification to the original contract value in order for the existing contractors to continue it services until the new tender completes and for the new service provider(s) to be assigned.
The current contractors already have embedded bespoke systems, tools, and processes into EirGrid’s IT environment. The current contractors have worked with EirGrid for a number of years and have deep business knowledge and familiarity with core systems. The current contractors understand EirGrid’s operational requirements, which allows them to deliver efficiently and reliably. Replacing these contractors at this stage would cause significant inconvenience and duplication of costs associated with the knowledge transfer from the existing contractors to a new contractor. On this basis a change of contractor would not be economically viable.
Replacing these contractors at this stage, would also result in EirGrid ceasing work on certain mission critical systems for a period of 12 months, this would cause significant cost increases for these core systems. In addition, it would not be technically feasible to change contractor. It would cause an unacceptable increased risk to: (1) the procurement of reserves to manage power system security (unplanned outages), (2) dispatch of renewable resources compliant with market rules and grid codes and (3) delayed integration with European markets.
It would also result in EirGrid ceasing work on another set of mission critical systems which would result in EirGrid halting progress on critical upgrades and integrations currently underway. These systems are central to grid and market operations, and any interruption would not only delay delivery timelines but also significantly increase costs due to remobilisation, re-engagement with vendors, and loss of continuity. The current contractors possess embedded knowledge and are actively contributing to the phased enhancement of these platforms. Replacing them mid-stream would disrupt technical workflows, introduce inefficiencies, and complicate future implementation phases. Continuity of service is therefore essential to avoid unnecessary cost escalation and ensure the successful delivery of the critical system enhancements aligned with regulatory and operational requirements.

Uplift in contract value from €65 million to €82 million (i.e. increase of €17 million).
The Framework was originally awarded in January 2021 for a period of three years with the option to extend for a further three years. The original value of the award notice in 2021 was €57.0 million. Noting that in November 2024, there was an increase in the Framework value to €65.0 million from €57.0 million (i.e. an increase of €8 million). A contract modification notice was published in November 2024.
