Intention notice – agreement on active debt management

Sel and Vågå municipalities, with an option for Lom municipality, intend to enter into an agreement for active debt management, including follow-up and advice. The aim of the agreement is to manage the municipality ́s loan portfolio in a way that helps to minimise net interest costs over time. The contracting authority plans to enter into a contract with Bergen Capital Management AS. After a market survey, the contracting authority has not identified other tenderers who offer equivalent services, and the contracting authority therefore considers that there is a legal basis for a direct procurement, cf. PPR § 21-5, which allows for contract signing without a prior competition when there is only one tenderer in the market.
